The title refers to the so-called Torture Report that was the result of a U.S. Senate investigation into the CIA’s detention/interrogation programme after 9/11. Adam Driver, intense as ever, plays the scarily focussed lead investigator for Senator Dianne Feinstein (the formidable Annette Bening) and her Senate Intelligence Committee, with a mission to discover what lessons can be learned from the CIA’s activities and wrongdoings. Based on a true story, much of the film takes place in Washington offices, as the CIA stonewalls the investigation at every turn during the five years it took to get at least some meaningful information into the public domain. An important story but unfortunately told in a relatively bland way. (Now streaming on Amazon Prime.)
