A HotDocs festival presentation — which will hopefully find a distributor — this is a people-oriented documentary about the attempts to get access to electricity for the 50% or so of Nigeria’s population without it. The director uses the points of view of an electrician for a regional electricity provider and a utility bill collector as they connect or disconnect, depending on who has paid their bills and who has not, people to the grid against a backdrop of crumbling (or crumbled) infrastructure and a dysfunctional and frequently corrupt bureaucracy. An interesting slice of life in a country we here don’t often see. (Subtitles.)
