Woody Harrelson is, as usual, very well cast as a deeply flawed cop and person who is used by the LA police brass and politicians to shield them from more serious law enforcement issues.  Very much a character study, this movie belongs to Woody, with some good support from Sigourney Weaver and Steve Buscemi.
